Short story..existing network is not good enough

Trying to build on existing network seems to be the most natural idea to start a CoP. However, in the Estonian case we had many occasions with existing strong and close networks that still did not develop interest in having a CoP. One of the main reasons was that many existing networks have also an existing system of communications. Mostly this is based on a good quality web for external target groups and a mailing list for internal communications. As the flow of communications was not so huge people prefer to communicate through theil e-mail accounts.
